Payment in Lieu Update from the PCBIA

The Port Credit BIA is pleased to announce positive and tangible directions in reducing barriers to entry for businesses looking to open in Port Credit.

Port Credit BIA has held meetings with the City of Mississauga Planning and Parking staff regarding the elimination of parking requirements and the Payment-in-Lieu Program in Port Credit.

The Payment-in-Lieu (PIL) of parking program permits a building owner or tenant to make an application to the City of Mississauga (“City”) to provide payment-in-lieu of parking, exempting the owner or tenant from providing or maintaining parking facilities in accordance with the applicable Zoning By-law.

This program created a significant costs and barrier to entry for new businesses in Port Credit.

On June 6, 2024 Bill 185 received Royal Assent and enacted that all parking rates within Protected Major Transit Station Areas (PMTSAs) are eliminated. This would include the requirement for an owner or occupant of a building or structure to provide and maintain parking facilities, and eliminates the requirement for the Payment-in-Lieu Program within PMTSAs.

Currently, an area of Port Credit falls within the PMTSA. This area is depicted in the image below.

The Port Credit BIA worked with the City of Mississauga to extend this exemption area to include all businesses with the Port Credit BIA boundaries.

We provided the following direction:

The Port Credit BIA supports Provincial Bill 185 eliminating all parking rates and requirements within PMTSAs. The elimination of the City of Mississauga Payment in Lieu (PIL) program removes a significant barrier to entry for new businesses and reduces the financial impact for current businesses to expand their business within Port Credit.

Currently, this is in effect in Port Credit within the PMTSA in proximity to the Port Credit Go Station.

To ensure equity and further reduction in barrier to entry for new businesses, we would request to have all of the areas within the Port Credit BIA included in the elimination of PIL, easing the financial burden and procedural burden for our business community.

PCBIA is pleased to announce that Council has voted to support City Planning & Development and PCBIA proposal to expand the exemption throughout the PCBIA boundaries.
